Notice to DLA Suppliers: Export-controlled technical information is Controlled Unclassified Information (CUI)/Controlled Technical Information (CTI). DLA suppliers seeking export-controlled technical data for DLA procurement opportunities must have a current National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 cybersecurity assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) posted to the DoD Supplier Performance Risk System (SPRS) to be considered for award. DLA Suppliers who currently have an approved Enhanced Joint Certification (JCP) but have not posted their NIST SP 800-171 assessment to SPRS will not be able to access export-controlled technical data in DLA’s technical data repository after 16 August 2021. JOINT BASE SAN ANTONIO-FORT SAM HOUSTON, Texas (April 29, 2021) — Small business professionals from across the Mission and Installation Contracting Command conducted approximately 700 one-on-one virtual meetings with more than 290 small businesses during a matchmaking event April 19-20.
The two-day event followed a command-wide advance planning briefing to industry, or APBI, over five days in March attracting more than 1,000 small and large business representatives that could not permit time for individual engagement, according to MICC Office of Small Business Programs officials from Joint Base San Antonio-Fort Sam Houston, Texas.
Almost 50 small business professionals, contract specialists, contracting officers, division chiefs, procurement analysts and directors from throughout the MICC and mission partner representatives teamed with the Virginia Procurement Technical Assistance Center to conduct the virtual meetings. “SEC. 889. EXTENSION OF PARTICIPATION IN 8(A) PROGRAM.
(a) IN GENERAL.—The Administrator of the Small Business Administration shall ensure that a small business concern participating in the program established under section 8(a) of the Small Business Act (15 U.S.C. 637) on or before September 9, 2020, may elect to extend such participation by a period of 1 year, regardless of whether the small business concern previously elected to suspend participation in the program pursuant to guidance of the Administrator.
(b) EMERGENCY RULEMAKING AUTHORITY.—Not later than 15 days after the date of enactment of this section, the Administrator shall issue regulations to carry out this section without regard to the notice requirements under section 553(b) of title 5, United States Code.“
It’s important to be aware of the SBA’s new certification process for WOSB/EDWOSB. As of October 15, 2020, all new WOSB/EDWOSB set asides posted in this socio-economic category will only be awarded to firms who have officially applied for, and were approved by, the SBA on their new site, https://beta.certify.sba.gov/. If you are only self-certified in the old site, certify.sba.gov, you will not be qualified to bid on new set asides and still need to apply through the new site. If you are third party certified, you still need to apply on the new site and need to upload your 3rd party certifier certificate.

In seeking to expand his government client portfolio, Jerry approached Virginia PTAC for assistance in obtaining his status with the Vets First Verification Program as a VA certified service-disabled veteran-owned small business (SDVOSB). Virginia PTAC counselor Daryl Corley worked closely with Jerry to ensure he was successful in receiving approval from the Center for Verification and Evaluation (CVE) and also counseled him on RFQs and other available resources to assist him in pursuit of submitting successful bids. Jerry knew he wanted to locate the most relevant bids for his company to compete and subsequently subscribed to the Virginia PTAC Bid Match Service. With the assistance of PTAC staff, he tailored his Bid Match profile to receive those solicitations most closely aligned to the work by adding keywords and checking his search parameters to add missing PSC categories when the results were too narrow in comparison to his eVAsearch results.
After successfully modifying his search profile, the client was able to bid on and win a contract with the Department of Army for Forestry Management Services at the Army’s Adelphi (Maryland) Laboratory Center (ALC) and Blossom Point Research Facility (BPRF) at Welcome, Maryland with the face value of $659,809.
